“This agreement shows how cooperation between UNHCR and local authorities in Greece brings concrete and positive solutions for refugees,” said Philippe Leclerc, UN High Commissioner for Refugees (UNHCR) in Greece. The agreement lifted the restrictions imposed on Bulgaria after World War I by the Treaty of Neuilly-sur-Seine and allowed it to occupy the demilitarized zone on the border with Greece.  The demilitarized zones along the Turkish border with Bulgaria and Greece, as a result of the Treaty of Lausanne, have also been abandoned.  All parties adhere to a policy of non-aggression, but Bulgaria has not been forced to abandon its territorial revisionism.  Although Turkey initially strongly opposed the acceleration of Bulgaria`s rearmament in 1934, not least because of the weakness of the Greek army, it was accepted as a fait accompli at the time of the Thessaloniki agreement.  The United Nations Relief and Works Agency for Refugees (UN) and the northern Greek city of Thessaloniki today signed an agreement to provide more temporary housing for refugees relocating to other European countries and vulnerable asylum seekers. The agreement was the result of the Understanding`s realization that Bulgaria alone could not collectively threaten the members of the Agreement and that the Bulgarian government wanted to pursue a policy of peace. There were at least two signs. A protocol signed on 17 March 1934 by the Balkan Agreement in Belgrade was published in May in private, stating that the members intended to jointly occupy Bulgaria if efforts to suppress terrorist organisations operating on and off their territory had not been successful. The new Bulgarian government of Kimon Georgiev, who came to power on 19 May, reacted to the private revelation by taking tough measures against the internal Macedonian revolutionary organization.  On 24 January 1937, Bulgaria concluded an eternal treaty of friendship with Yugoslavia, approved by the other members of the Agreement. (At first, Greece was very hostile.)  In November 1936, the Chiefs of Staff of the four Balkan powers signed a draft military alliance, which was later confirmed as an integral part of the Balkan Pact at the Balkan Council meeting of 15-18 February 1937.
 Both agreements include the cooperation agreement and the CTOS cooperation agreement. Under the agreement, ThPA will install the first CTOS system on the European market, as a demonstration and advertising window for the TOS project and the IT solutions associated with it to enter the European market. The agreement will soon create 660 new housing units (600 by renting housing and 60 by host families) for refugees who have applied for redistribution to another EU country and vulnerable asylum seekers. As part of this project, the city of Thessaloniki will work with the neighbouring municipalities of Neapoli-Sykies and Kalamaria, as well as with a number of partners (ARSIS, GCR, HLHR, PRAKSIS, YMCA). The agreement was also signed by the Mayor of Thessaloniki, Yannis Boutaris, and marks the seventh such partnership concluded by the United Nations Relief and Works Agency for Refugees in Greece, in line with the Greek government`s efforts to help tens of thousands of refugees.
